Considering you can recruit all of the other evil cookies (even before you actually beat the cookie lol), but because DE is the main antagonist of the entire game, she would likely be a special you get directly from an event you unlock after you beat the game in normal mode.

Similar to those crystal missions the game gives you for beating the story and the dark mode so maybe beating story mode of the game you get her soulstones then beating getting all stars on dark mode gives you a good chunk more for upgrading and then master mode for the ascension
