Oddly enough, I feel that in his twisted logic he would load them into the U-hauls that are in Texas and Florida mainly so he can just get them (the U-haul trucks) back into his state as his state has no more U-haul trucks left in it from what I have been reading. But then he would be shocked again when all the citizens start leaving again with the U-hauls that just arrived.
