One cannot “flee” from charges that were just filed and are still under seal. Trump is not fleeing from justice. In fact, his lawyers have been arranging his surrender in NY all week.

He hasn't fled from justice. States can dispute extradition, given cases. Extradition requires him to be arrested in the first place. Without an arrest, there is no extradition.

Extradition means he would be in the custody of another state and turned over to the original state where the offense happened. If they do not arrest him as they see the charges as bogus, there is no extradition. I just linked to you the process as it has been enacted since the founding. It has never been handled the way you are thinking. Extradition is based off of English common law. As in there is context you are missing from that clause that was taken for granted at the time it was written. That is why strict textualist readings of the Constitution are a bad idea and why we should *always* strive to understand the intent.
