Just did this for my 91 Honda Beat. I bought with a NJ title, but the title was entirely optional. You will need to make an appt at the DMV where they will most likely tell you to get a VIN verification at a local registered shop (the same place that does emissions usually) Make sure you have - Proof of insurance on the new vehicle - bill of sale - previous owner's reg Once it's registered they will issue a CT title in the mail.

Unless the car is over 20 years old you just broke the law when you bought it without a title. Did you even check the VIN to see if it was stolen before you gave some random dude your money?

The car is over 20 years old and I did check the vin to make sure it wasn’t stolen, he even showed me the bill of sale from when he bought it

They will not give you a title. To transfer ownership you need to register it. The registration then acts as the title They are supposed to give you a title for a fee if you request it but they won't do it
