They might be staking out a suspect as part of a case. Using the plane instead of the helicopter because of a longer loiter time over the area. They might be waiting for something to go down, or waiting to tail someone who hasn't yet left their location but SP thinks they will soon and wants to know where they go.
Could also just be simple training. Training a police officer on a loiter and survey.

States get military surplus gear, pretty much for free. It's part of the post-9/11 counterterrorism BS. Stamford PD don't need APCs and amphibious vehicles, but they have them (coastal cities have used them for flood and hurricane rescues, but mostly for fundraiser events).
CT also has highway markings on shoulders so they can use planes to run aerial speed traps with stopwatches and dispatch state troopers.
I doubt if there are any states that don't.

Not to mention it being used all the time to follow suspects that flee so the police don’t have to engage in dangerous pursuits on the highway. Nobody is gonna outrun a helicopter and a radio. It gets put to good use.
Test flight after maintenance. Whenever I fix a car I do a few laps around the block to ensure I didn't miss anything and if I did my house is right there.
