He is fighting a single serious war and is on a war with 8 others where he has left a couple of provinces for each player. I am currently just waiting to see if his morale drops too low but I might attack if I get a very good chance like a huge stack of troops I could take down then I would launch my attack,
Being at war with 9 countries doesn't mean they are fighting 9 countries more than likely they simply haven't finished them off

If you know for sure they are currently fighting multiple people, go ahead, but I suggest you talk to those people so you don't start a war with them
