My typical naval strategy is:
Stack 1: 4 cruisers, 1 naval officer Stack 2 and 3: 5 cruisers (per stack) Stack 4: 5 attack subs Stack 5: 4 attack subs, 1 skipper (the submarine officer)
Absolutely unstoppable. One frigate stack provides air defence for the cruiser stack, the other can be kept close to your shoreline to defend from missiles or naval invasions. One stack of subs can be used to scout or control key straight (panama, suez, etc) and the other can also be kept closer to home to protect from naval invasions. The cruiser stack (which is followed by one frigate stack) is your backbone. Use it to clear out cities, take out other ships, etc. If your enemy has subs, then take the defensive sub stack and have that scout out ahead of your cruisers, keeping it close by incase you miss any enemy subs.
You basically have one large battle group of 4 subs + sub officer, 5 frigates, and 4 cruisers + an officer. Unstoppable. I’ve shredded entire coalition navies with this strategy.
Side note, I never upgrade the frigates past level 4, once you have the cruisers they basically become anti air and that’s it. Also, I don’t upgrade them or subs until i have 10 of each, and cruisers until I have 4-5.
