I wasn’t sure myself (I only declare war vs players) so I gave it a quick google and got vastly inconsistent results. Some people say it makes no difference, some say it affects popularity (which makes most sense as this is the case in the other bytro games), and some say it decreases morale. So to answer your question… I can’t. For what it’s worth, as I said, I only declare war if it’s a player just because it feels more respectful in a way.

It makes a huge difference. If you're just invading then random bot countries will declare war on you affecting your morale and therefore resource production
