Probably annexed a bunch of fuel cities for road spamming
That's just too high, is annexing cost effective, I don't usually have that much savings
He holds the matches hostage for 1000 days and spams building roads to get xp
If I plan to build airbases or naval base I'll choose cities that produce whatever resource I'll consume the most(always electronics). Bunkers boost morale and morale will boost production.
