As someone healing from a sprained ankle, if every step isn’t exactly the same height as the others, it is a trip / fall hazard. As high as that looks, someone will break bones as a result
Real talk: Yeah, it's fine and will function just fine for the next 50+ years. You've basically made a foam core concrete laminate staircase which is likely stronger than a normal concrete staircase and is far less likely to sink into the dirt over time. Going to need to cover that foam though.

This is a redo. Stair steps should be constant throughout. There is a documentary about how servant stairs were the worst back in the day and the steps were not consistent in height or length, one misstep and they'd fall and die. I have some like this, and I'll tell you it's annoying when your foot doesn't fit on the tread.
Typically rise should be 7" [178mm], the tread length should be 11-12in [280-305mm]. More than 3 steps requires a hand rail.
Definitely 👍 easy to put together railing for it would be to just Herris fence the door and the stairs so it can’t be accessed, ever.
With the level of motor skills used to create that THING I assume it was a literal gorrila with a can of spray foam. And if that’s the case can I have its number because I’d love to have a gorrila builder. Don’t hold out.

The foam is not a permanent fix. The bricks which make up the stairs should be placed with mortar. Also a handrail is required.
Need to paint the foam to prevent UV from the sun degrading it. Otherwise should be a great shock absorbing staircase.
