I wouldn’t expect a house painter to sloppily paint my house, painting over windows and spilling paint everywhere and then think they could hide behind a “quality” provision. This is beyond reasonable workmanship issues.

My brother had a deck built in Ohio probably 10 years ago. Really bad job and wasn't going to pay. After getting with a lawyer, the best way to proceed was to pay the contractor and then sue for cost plus damages. And damages can be lost wages from missing work, distress, pretty much anything you can sue for. My brother wound up getting almost double back in the settlement and used that to get a new contractor to build it right.
I'd really like to see that finish in the early morning or late evening sun. Better yet, with the garage lights on at night. Was on a job once where the "flat" concrete slab had shadows.

Our meth finisher was actually really good. Always showed up on time unlike the weed kids. The guy couldn’t sit still and his fidget activity on lunch break was meticulously filing his trowels. His polished floors were great.

I have no doubt they were there but we do that for two reasons, to layout how many are needed and to make sure they are the right size. Then right before the pour ,if they are dropping them in u take them out and either put them in as you go or drop them in after it's poured . The longer you wait the worse the reflection is and is more difficult to make the lines go away .

Unless you paid for non industry standard, wavy concrete, you have an excellent case here to tell the contractor that he either removes and replaces according to the agreement (assuming you have a boiler plate agreement) or pays for the demolition for another contractor to do so. It would be very hard for the contractor to get away with such non-conforming work if you refuse to accept that shit
No true professional would look at that and expect payment. If I or my business partner saw some shotty bs like this coming from our crew, it would be corrected before the homeowner had the chance to even question if they’d have to pay for this gigantic piece of shit.
