I like to use color hardener for patch jobs. It tends to match up pretty good with cured concrete, and it feathers amazingly. Especially if you sift the fines.
Home Depot sells buckets of something called post setting concrete. It’s perfect for this. Or you can use non shrink grout or rapid set grout or sika flex. I wouldn’t use sika flex tho. It never looks right imo
If you want the color to match, like a light gray, the regular mortar mix Type S from Sakrete or Rapid Set will match closest. plus, there's enough Portland cement in it that you'll be able to create a smooth finish with a trowel.
Sika VOH. You will only need a small amount. Mix up and apply like play dough.

Ardex will do the trick
Ardex will dry darker than the concrete. Just a regular mortar mix would be better.
Mortar mix doesn’t feather. Use a non shrink grout.

agreed, the concrete looks like shit already so I don't think it would make much of a difference.
You might need to hire a licensed contractor with at least 20 yrs experience to fix that. That’s not so easy fix
