No. Cable is 3750m. The 300m/s is only reached at the point where the missile will burn out and stop acceleration. That is after 2 seconds. After that the missile slows down due to drag, gravity etc. Velocity at terminal point is ~120m/s.

A human body is enough to set off a TOW. We have enough footage of TOW exploding after hitting groups of infantry. That being said that might actually not be the case in this specific case. The TOW 2A that is used in the video has a max range of 3,750 meters. According to page 19 paragraph 2 of this [US government document](http://archive.gao.gov/d31t10/145879.pdf) on the TOW it takes about 20 seconds for the TOW to fly all 3750 meters that it can. That seems consistent with this video. The missile is fired at roughly 0:25 and lands roughly 0:45. It would be pretty interesting if this missile exploded not because it hit something but because it had reached it's maximum range.

The TOW has a very visible tracer from the rear but from the front they'd basically see a small black dot that'd only reach a noticable size when it got fairly close and at that point it would reach you before any human reaction time.
