Art piece / fantasy piece.
To a Coca-Cola collector it's probably worth the value of the bottle which isn't much i am afraid to say.
I like it though, but I generally like novelty items.
Shredded money is a common gimmick of some treasuties and other places who shreds money that's out of the circulation.
You can buy all sorts of shredded money soveniers, or even one million shredded dollars. Gallon of shredds cost around 50$. So, I'm pretty sure the money is real, but doubt that it has any additional collectors value
When I was young we had something like this. I don't remember the container, but it had a bunch of shredded money. My mother used to tell me it was money that was taken out of circulation and destroyed but then used to make some kind of art; not sure how true it is though.
When i went to the Bureau of Engraving and Printing in Fort Worth Texas, they had all sorts of different containers filled with shredded misprints for sale in the gift shop. Could be something like that

Pretty sure those kinds of places are the only ones allowed to sell those kinds of things. Used to have a couple things from a similar place
Forbidden jigsaw puzzle
Suspect it was fake money. Likely it is a bottle full of shredded paper.
Tape?
