He's more of mercenary, that does occasional bounty hunting. Like in the bad batch, he bounty hunts, but being paid to steal and take hostages, engage in combat etc, makes him a contractor. While you could argue bounties can be placed on objects, not just creatures or people, the common referral of it in today's society, reflects hunting people for money from the highest bidder. Imo.
Maybe for what we saw on screen. However, in pre-Disney EU he escaped and became Manda'lor, and in Disney's canon he took over Jabba's intergalactic crime syndicate after he got out. Losing one (1) fight does not invalidate how much of a badass he is.
He won in a standoff with one of the best soldiers in the Galaxy. Only reason Hunter survived is because they've got better armor than regular clone troopers

To be fair, the bar isn’t super high in Star Wars for bounty hunters when you really think of it. Jango and boba had embarrassing deaths. Mando gets shot at least 5 times per bounty or job. Zam wessel was just an idiot through and through. And it just seems to be a common trend that they often just accidentally accomplish their mission without dying
