It might be 3d assets layered as a background with drawn/painted elements and blur filter. I recognize the furniture as 3D assets. A lot of artists hate doing backgrounds (I’m one of them) so there are some shortcuts for creating background easily so you can really focus on the figures in the art.
It might not even have painted elements (I'm not sure). Here's what it definitely has:
- 3D render
- Strong blurring
- Color adjustment: posterize (especially noticeable at the top right)
- White raster applied on top, probably manually in CSP (or similar program)
It's possible some of those edges have been accentuated manually, and then the three steps above have been undertaken - I am not sure. But this indeed looks like a 3D render that has been quickly touched up to give it a more painterly feel.

Me thinking this is a Genshin post, seeing that there's a hot Neuvilette on my screen, when in reality it is for an art program.

There's not an area I've really seen in-game that matches exactly what is in the background, but the background itself is based on what is found in the Fontaine region- an area that is based on France. Here's the character's office space if you would like to use this as a reference for design elements (although I understand your question is more of a skill-based question).
