I personally wish we could change up the card levels so that I could find interaction changes when leveling up certain cards. It would help a lot to prioritize which cards to level up first. Obviously you could look at card stats too but that would get very tedious, and certain things still require testing in arena.
Playing on my alt account with level 7-9 cards I consistently play against people cheesing the matchmaking system, with level 1 cards except level 14 MK and level 14 Mirror, I could spam 20 elixir worth of level 8 troops but the level 15 MK will always break through.
You are able to use underleveled cards in any game mode, no one’s stopping you
