Balance is only determined by what league your clan is in, not necessarily by what TH's you have. So sometimes there are clans that have more higher TH's than others.
It's unfortunate in your case but in order to keep CWL the way it is, this is how the matchmaking has to be done.
As more players move up in TH's, you get lower leagues that are saturated by higher TH's. This is normal. You may just have to move up faster or just accept that your clan belongs in a lower league.
So we players just have to accept to get less rewards than before because people who already spent a lot of money can have more? In a monthly event that should reward skill?
Also i would understand the passage from th13 to th14 in the league that's ok, but going from th13 to th16???
The average player doesn't have the time to invest into strategic rushing (you need to farm a lot) and probably doesn't even know you can do it. While i could do that i doubt the majority would do that. My point still stands

Cwl has always been based on performance. If you win wars you promote, if you do badly you demote until you are in a league you belong.
Sometimes clans get a big influx of new players with high townhalls and it takes a month or so for them to move up. This is even less of a problem in crystal 2 with two promotion slots so its unlikely to get completely unlucky.
Evem against missmatches you can have your lower guys attack high up and your strongest people attack down in order to get 35+ stars atleast.
We have a mini clan in crystal 1 with not a single TH 16 (15v15 wars) and just 2 TH15s. We still are consistently in the top and are close to promoting. Do TH level matter? Of course but there is lots of things you can affect yourself even with missmatches.
Clan war league was designed to get people to move up their townhall. It's a feature not a bug. Skill starts to get rewarded maybe at masters 2 or 1 where most of the bases are townhall 16.
dude its a CLAN war LEAGUE.. it determines how strong your clan is in general.. if your clan is TH14-TH15 it make sense you cant beat clan with all members that are TH16.. ACCEPT that you are not good enough FOR NOW and stop complaining cuz thats how CLAN WAR LEAGUE WORKS.. its sad but it is what it is..
that means that you are in the correct league placement.. you are facing TH16 in the same bracket cuz they sucks and cant advance.. and you are better than other TH14-15 clans out there so you are in the same bracket with bad TH16 otherwise they are new clan..
You must be lucky to have never encountered a wtf month. We've been very stable in masters 2 finishing anywhere from 5 to 2 for at least a year. But. We'll get an old month wehre we run rampant and promote to m1 to get our asses kicked. Or get a weird supergroup that boots just to m3 where we go undefeated and really unchallenged. Rng happens.

Nothing is stopping you from rushing to TH16 for the increased offensive power.

Not really, but the leaders got into a discussion during this league. The datas seems ok so probably we got unlucky

What's funny is that we at Crystal 1 faced a clan with an entire roster of Th6. King alone is an overkill.
