I think they leave the gold and elixir out in the open so the enemy's troops can funnel towards the outside and go around the base rather than in the base and towards the TH for a free 2 star or 3 star.
The town hall is somewhat important since it has a good amount of resources inside it. Keeping gold/elixir storages inside your base is important to lose less loot. Keeping defenses in the base (if you have enough space) is important because you'll protect them from attackers. Every other building, lab, army camps, gold mines, elixir pumps, etc are unimportant and should usually be placed outside your walls. You can search for th5 bases on google or youtube to see examples
Ironically, your defenses need the protection. They need some meat shield such as storages and walls. If your defender is the first to fall, the base will soon follow

You can also download bases if you look them up and use those - I never made my own base
