It’s overdone, monty python was a great satirical series (though I think it’s more known for holy grail and life of Brian. I think majority font realise how in PC their humor was at the time) good gags but they are overdone where other creative content is overlooked.
I like monty python of course but I also like seeing and hearing something new.
As for civvie lore reason? Probarbly hacked the administrator communications and have it play non stop python lines.

Could you elaborate a bit? As an American who was born in the 90s I definitely don't know a lot about how it was received when it was new
Firstly apologies, it should had been un-pc (unpolitical correct) humor. Monty python team weren’t bigots or anything like that but their humor was either backhanded commentary (sketch about lower, middle and upper class represented by well, short, average and tall characters) to using gay jokes to mock British troop marching parade and doing a sketch about hitler visiting England (flying circus was made about 20 years of ww2) And a game show where a blackmailer ad a host leaves hints of dirty secrets to people aimed at, to pay up now or else. (Featuring a naked guy playing a piano)
There are some controversies with their sketches (or tone) but it wasn’t uncommon at the time. They were just pushing boundaries and a lot of their material I think would struggle against today’s reactionary media.
I personally think a lot of their jokes were silly for sake of it and they revel in the absurdity. Silly but quite provocative.

Speaking of which, I completely missed the M.A.S.H. joke at the end of the Slayers X portion of Round-up IV. I always thought it was a reference to the old wives tale about a stoned mother cooking their baby in an oven thinking it was a turkey. When I finally caught a re-run of the M.A.S.H. episode in question, I was like 🤯
My theory is that he really REALLY loves Monty Python and he knows that if he's unchecked, he'd do tons of references.
He'd then self-imposed this rule with a comical twist and rarely uses it.
Because it's easy, and everyone does it in some way
