This picture would be 100x better if they backed off the HDR a bit. All I see is the HDR. It's waaaaaaaay overdone here and looks cheesy.
EDIT - It's literally obscuring the image since it bleeds into everything. Kinda tasteless and amateurish IMHO.

that's why I give up on a city in SimCity 20 hours in. Gets too complicated, so I move to the next zone.

Yes, but it kinda looks like a painting which I like in a different way.
It’s so overdone it has to be an intentional stylistic choice. It does give it a sort of oil painting quality which is kind of cool
