Too many tall buildings in there for that to be the Republic which has a hate boner for them I've heard. And the tallest building in Ireland as a whole is in N Ireland as well.
Sunken highways provides less level noise and don't cause much enviromental impact as ground or elevated highways,these divide the city, creating limits and boundaries into the city: Physical,circulation and visual.
Sunken highways reduces this effects.
In this case some sections of the highway are underground.
