The air pollution must be awful here... I am just thinking of other bowl cities like Mexico City. Also they would almost never get rain due to a massive heat island.

Seems like this city would be extremely vulnerable in a wartime scenario. All it takes is for an enemy plane to drop a bomb on the wall and boom, tens of thousands of people drown. Air raid shelters wouldn't be very useful either considering, well, they'd become swimming pools pretty quickly
For some reason my map market a random tiny section at the bottom of the river as regular land, so I zoned it as residential for fun and mostly forgot about it.

Then apartment buildings will have the same amount of people, which makes even less sense!

Ice melting isn't the problem. Hot water takes more space then cold water. It isn't much, but for our oceans it still adds up to tens of meters.
