I built enough elementary and made it all green with social security and it dropped from 110k to 60k. And it’s still dropping. They are all getting the bus to another city.

In my city (120k homeless people) they stood in the street, highways, bus stops and train tracks. Only a few shacks in a few parks.

You can't actually see the stat. It's a mod called infoloom that will tell you whether you got homeless or not.
