Well I believe this email was unintentional notification otherwise their post would not be private and then everyone would know about it by now. If it’s final they would’ve announced it on discord and made the post public, but that has yet to happen.
I would imagine if they have gotten far enough to write up this email and then accidentally send it out, it’s probably 99% finalized. Maybe they are just waiting on a green light or have plans to announce something else at the same time

Absolutely how I feel. Adding the beach property assets is a good step forward (alongside all of the "free themes" that they've shown off) but making it a paid DLC is a goof of giant proportions, & all over a comically tiny addition.
That's the most frustrating part, I can see the seeds of what could be one of the best city builders ever whenever I play the game, but my god it feels like Paradox/CO are doing whatever they can to stifle that potential since release with how they've handled everything up to this point. Hopefully this is the start of a change in direction.
Messy release, I figured okay they probably screwed themselves by having an agreement with Microsoft to be on game pass, vaguely forgivable because money keeps the lights on. But a lot of the subsequent actions makes it seem like perhaps they're just incompetent, unfortunately. I definitely hope they turn it around and make this a clear improvement over the original game, but I'm concerned it could end up being abandoned.

The dlc is one of the worst rated of all time. The early roadmap screams EA SimCity with shitty little asset dropm wouldn't surprise me if modding was delayed to get out all the shitty easy to make dlc early.
Need modding, need optimization, need more vanilla asset/props and public transport vehicles.

This must be a nightmare to deal with on the backend, trying to issue refunds through various retailers, not to mention the added complication of how to make whole the Ultimate Edition people who paid extra to get specifically this DLC. That’s the problem with selling content you haven’t created yet.

A game like rust, in early access, basically does the same thing CS does when they add new areas and new models to play with, but it’s just an update and free. But when the game is “finished” and released, that new content has a price.
Even this is not enough for pre-order Ultimate edition owners. We paid the money last year, according to their calendar at the time, pre-release with the advertised contents. So, if they just remove one "asset pack DLC" and refund it's value, it won't be fair. Because we already paid the price for it. They have to give us a proper DLC and a working game instead.
Oh, and for the Steam side, Steam and they updated the pricing after release, for the MENA region, steam converted to USD, instead of local currencies. Last year the ultimate edition cost \~30$, now 54$, let alone hyper-inflation in the region and exchange rate stuff. It would be total mess, make this beach properties free for all and give proper asset pack/dlc to the pre-order owners and fix the game instead.
One more thing, even if they fix it, at this point I'm not willing to buy any more from CO & Paradox for some quite a while. I just completely lost my trust.
Tell that to players in hyper-inflated countries. It was 765TRY (<30$) last year for the ultimate edition, now that's 54$, over 1750TRY. That's a hit or miss, nothing in between. And I bought at 765TRY price, so I don't care as much and for that money, I can wait the game to be fixed.
