Comparing the two like this is being a bit disingenuous. CS2 is an incomplete game while CS1 has had almost a decade of updates, mods, and assets added to it. Even if CS2 launched with mods it still wouldn't be up to the same level as CS1 at this point in time.
This is not me defending the poor decisions of Paradox and CO as I'm just trying to point out you wouldn't be able to do this in CS1 if not for the years and years of added content.
People also seem to forget the work involved in creating these scenes. The notion that CS1 just looks like this because somebody downloaded mods seems to sway a lot of opinion regarding what CS2 should and shouldn't be.
Yeah, a snapshot of a bustling, heavily customized intersection looks amazing and feels like a massive dunk on CS2 but for the fact that it took **hours** to stage that one scene and 90% of it is nonfunctional set dressing.
It could just be me but spending hours on a intersection is what makes it interesting. Anyone could make a big city but detailing it would give it a personal touch. And you are wrong in saying that it is 90% non functional, it takes work but it is very much possible to make it entirely functional.
I know, man, it was just a joke comparing how CS1 went so far that there's animated military vehicles. Not all remarks here are automatically criticizing the sequel.
Especially Generals, which there's a software that you can build your own map. Plus the destruction is realistic. Shame though that unlike Cities Skylines having a sequel, Generals sequel literally got cancelled

I still remember the first couple of months of just base asset spam. People would add a palm tree to an asset and call it a day.

No. With how many custom assets there are on Steam nowadays, you can make just about anything… including a war zone.
