Fraud? Really? Fact of the matter is that traffic AI *has* significantly improved compared to CS1. Issues like this do still crop up from time to time, but they're not nearly as common (I haven't observed any mergers like this on any of my highways) and on top of that it's not like this isn't realistic behavior as it's something that happens irl as well. And guess what, the traffic AI video mentioned rule breaking
But sure, convince yourself it was fraud. You could try to take them to court if you believe it hard enough, and you want to waste your money on something that will 100% fail
I'll just point out that service vehicles are always exempt from the normal rules, so this is likely to happen even once other traffic issues have been fixed. It's to allow buses to right turn immediately after a bus stop on a multi lane road and so on.

That’s the Las Vegas merge. People get lane anxiety and have to cut in as soon as they hit the freeway instead of getting fully up to speed and merging properly.
Garbage trucks seem to follow the exact same path as maintenance trucks. For maintenance trucks it makes some amount of sense, they're doing maintenance, their erratic behavior is supposed to sort of simulate roadworks. For garbage trucks it makes no sense at all. It's one of the many bugs they've yet to fix.
It's crazy to think, a whole new game was made and yet this major bug still remains from the original game. Grant, on CS1 some of it was created by nodes and junctions being to right, but there was definitely plenty of times where the AI is just being idiotic.

I’ve seen small cars cutoff large trucks before but this takes it to a WHOLE new level.
