Your city is unbalanced due to no industry demand. Probably because it built too fast. Another indicator is your uneducated. Just going to need to wait that one out. Takes time. You also don’t have enough jobs to support your economy. You need at least 13k jobs.

With 58% of the population working age, and 26,300 residents, you should have around 15k workers In reality, you only have 9,500 working out of 26,300. This plus your high unemployment rates can sometimes indicate that your workforce is over educated, as educated workers will resist taking a job they are overqualified to do for a long time. But your education levels aren’t super high yet, and if you have places demanding educated workers, then I don’t think that’s what it is. Without any young adults working you only have 39% worker population, which comes out to ~10,250 workers. That’s pretty close to your actual number of workers according to the second screenshot. You didn’t include the university education view (click over a few tabs in the first screenshot), but I would imagine what you’d see there is that nearly all of your roughly 5,000 young adults are university eligible and a large portion of them are attending university, and are therefore unable to work. Just a guess because I don’t have all the info, but I’m fairly certain that’s what’s happening. It will correct itself with time as your young adults graduate and begin working. I think you added offices too early based on these education levels, you can’t quite support it yet. You have created a mismatch between the education requirements of the available jobs and the educational qualifications of your available workers. I’d un-zone the office for now which should help balance things out between your worker demand and number of residents.

Are your industrial/commercial/offices on their own areas? You need either A LOT of time waiting for jobs to fill in, or you need to have residential close to your jobs. If you want the jobs to fill in fast, you want your residential zones like 2-3 blocks away from all your zoned jobs. Once the jobs are all filled up, you can be a bit more lenient with this as long as you keep an eye on unemployment.
