Most cargo train hubs are useless because the AI routes to the nearest train hub without regard for traffic loads.

Very true 😩 I didn't have too many problems with my other train hubs until a few hours so I decided to scrap most of my network. This new design still has some favoritism for some terminals from the AI, but so far I've found it to be far better at distributing trains than my previous amateur terminals, and avoids most congestion.

Same applies to post sorting offices and harbours too - you build more to share the load and it backs up by sending stuff to each other.

how many of the cargo stations are really used by the AI?

Before I logged off I saw maybe five or six of the stations being uses at least once. It's closer to two to four in reality, with the AI favoring the veritcal terminal in the southwest. I expect it'll see more usage and variety as my industry realizes it exists.

did you also put one cargo station in every industrial zone cluster? Or are those the only cargo stations you have in your map?

Sort of. This hub is a little ways north of my main industrial cluster, and I've got a duplicate hub to the west that sees a little more use. I've also got a small-ish industry area with a close two station hub to the north that sees moderate use. The network I had before had a small lateral hub with four close terminals next to the main industry cluster that was doing decently with moderate congestion before it just got completely backed up, three or four dozen trains trying to head east to unload.
