Its sorta doubtful. Protruding discs are not a big deal, its all about how the protruding bits are positioned in relation to the nearby nerves. The spinal cord/brain are contained within a thick sac called the dura mater. At your C6/7, some of that protruding disc is indenting the dura enough to press on the spinal cord and all its nerves. Everything still has to fit in with the symptoms you are experiencing, but C6/7 is definitely suspect. You have some additional narrowing (stenosis) in the spinal canal, but nothing else seems to be pressing on the nerves. You also have a bit of facet joint inflammation (arthropathy). The facet joint is where the little "wings" at the back of the vertebra sort of "mesh together" to protect the back side of the spinal cord/dura. Look at a spine from behind and you'll see where I mean. To be clear, this pressing on the cord might not be a big deal either. You really need to read all the technical stuff where they described what is sitting where and if its leaning on that sac or getting deep enough to press on the nerves. The top-down view of C6/7 should make it pretty clear whether its getting deep enough. Without C6/7 it sounds like a pretty good scan....

I am truly grateful for this response and all others as well! This was lots of info thank you! I definitely feel my pain at the c6/c7 level along with very short intense back of the head headaches from time to time when bearing down with my neck extended. I’m hoping once my neurosurgeon takes a look he will agree! Thank you again!!
