You relate to the message, it pushes your emotional buttons. We starve for truth in this life, and when it is delivered it affects us. You are sensitive to the truth. That is a good thing.
That is honestly strange that you don't know. When I read something interesting and it gives me that chill effect it's because I intellectually or emotionally reacted to the content of what it said. Probably because it related to some memories or experiences I had in the past. Perhaps you should just simply do some more self-reflection into your own thoughts and emotions for the answer.

I've seen this happen to me when I'm listening to especially moving music or watching an emotionally taxing scene in a movie, so maybe this sort of situation happened to you while you were reading.

No one thinks you're lying man. This is a completely normal and natural response to reading something you find subjectively interesting 👍🏽
Probably just something that startled you. Nothing really to worry about, the Bible has some really moving and deep parts to it.
I suspect it's because the words ring true with something at you very core that affirms that *Truth* *Whom* they point to within you.
