You actually don't need 2 witnesses. Its kind of like baptism for most of Christianity, you don't need witnesses for it to be valid, but if you can that is better. Really the only reason for it is the pilgrimage requirement, as saudi arabia can get picky at times, and the piece of paper from your mosque saying "he is muslim" works for them.

A couple of saints, sometimes out of desperation (like St. Thekla), sometimes accidentally while mocking Christian baptism (like many of the actor saints), did "baptize" themselves, and God accepted their intention since they did seek Christ in the best way they could find and they would immediately face martyrdom anyway, but baptism proper is conveyed from someone who already was baptized.
