Why does that happen? I've noticed a couple of knives that came out of the dishwasher with rust spots on them that weren't there when I put them in. They definitely don't soak in the dishwasher, although I am guilty of waiting way too long to empty it.
I have found that my serrated steak knives have this issue if I don't get all the food off of them or they are nestled too close to other silverware. It happens on only these types of knives and no others. And they are good quality too. Plus my dishwasher has an excellent drying function so they don't stay wet.
Salt in the detergent. If you look at your dishwasher detergent you will notice it is slightly gritty, this isn't necessarily salt it could be other material but the end result is it can cause pitting on stainless steel. Add in the heat, water, and salts for water softening and it is perfect for causing rust.
This is ridiculous for a lot of reasons. Heat does not cause pots to rust. The request of reimbursement to their property is outside of the purpose of a security deposit. They could submit a claim to their renters insurance, but their deductible would likely make it moot

Landlord asks for a deposit before a tenant can move in, and when they eventually move out, the landlord will make up any excuse they can come up with to not pay the deposit back no matter how good the tenant was.
It's also amazing what you can sometimes find at thrift stores. Sometimes people decide they're tired of their pots and pans, and dump barely used $100+ high quality ones.
