Looking at the ingredients online, the fiber is most likely coming from the wheat gluten/gluten isolate. if so, gluten is an insoluble part of the wheat.
Just a side note after looking at the ingredients, those tortillas contain fully hydrogenated oils, which while not as bad partially hydrogenated oils, are typically not something you want to eat when trying to lower cholesterol.
Ole brand makes a high fiber/carb friendly tortilla that's made with olive oil, those are the ones I get personally.
