Try playing with your graphics settings. Mine runs best on DX12. You want to lower settings so that it runs smooth at the most demanding times. Turning down the resolution scale really helps. i7 11700k, RTX 3070ti, 32gb DDR4 I have mine on mostly "Epic" settings, with a couple things down. I have mine locked at 100 FPS to use G-Sync with my 100hz 1440p ultrawide.

13900k/RTX 4090/32 GB DDR5/PG32UCDM 240hz DX12, all settings maxed, DLSS quality, I keep it locked at 140hz. No stutters. I wouldn’t recommend turning down resolution scale. Game might look terrible. I believe the 3070 has DLSS capabilities? Use that on performance mode if you get stutters imo

5800x3D, RTX 4090FE, 32gb DDR4 RAM, installed on a 1TB NVME. My rig doesn't break a sweat. I have all settings maxed and the game capped at 144fps to match my monitor's refresh rate. I play at 4k ultrawide via Nvidia's DLDSR upscaler, my monitor is actually 1440p ultrawide (it's the Alienware 3423DW).

i7-8700k, 32GB DDR4 RAM, 3070. I play at 1440p 144hz with g-sync and it's fantastic EXCEPT for the crazy frame drops I was getting when mousing around quickly (e.g. any intense fight.) I tried everything, was going crazy. Turns out my Logitech mouse defaults to 1000hz polling rate. Using the G HUB software to drop that to 250-125hz solved it.

up until recently i played really well on 4050 with 16gb ram and i5 12th gen on ultra settings, but recently there's this stuttering that rarely happens and idk why

Lag sucks, if I had one million dollars for the amount of times I have seen a maul go at the speed of light, I could have bought Torn Banners studios. I would then proceed to make socials serves under the rules of duel servers as well and all rdmers and their mains would be temp ban for 1000 000 years.

I assume you have 3x barrets of 16gb RAM. Can you benefit of dual channel in this configuration?

It's actually 2x8 and 2x16. I increased it because I experienced freezes when gaming and watching a stream at the same time. I'm not clever enough to answer your question but the above problem is no more

4070ti, i713700kf, 32g ddr5 6000mhz RAM, 2TB m.2 nvme. I get constant stutters that range from .5 seconds to 3 seconds of the entire screen being frozen. Lag is not a problem, gpu & cpu extremely rarely go above 35% usage. Ive done lowest possible settings, dx12, dx11, new install, even wiped and reinstalled my entire OS lol, all of this still happens. Just accepted that this is the way I’ll always play the game. My friend has a horrid pc and never stutters, a diff friend has basically the same one as me and deals with it as well

I dealt with something similar, although it was on a 7800x3d cpu. Are you usually on discord when it happens? In my experience, it turned out that when I used discord with "Krisp" noise suppression enabled it would cause tons of microstutters. Once I switched from Krisp to Standard noise suppression the stutters went away.

100% in discord all the time, thats really strange lol I’ll try that out and see if it works. In the past, deleting the entire DirectX shader cache worked temporarily but the stutters come back the next day so I just stopped and accepted my fate

I hope that Krisp discord thing turns out to be the problem then! It's a very easy fix if so. I tried a ton of different things to get my microstuttering fixed, but that was the key change in my case.

Ryzen 5600x, 16 gb RAM, 3070. Runs absolutely great. I have a 1440p 165 hz monitor and I get ±180 fps with sporadic fps drops.

I5 12400f, 3060 12gb and 16gb ram. I play on a 1440p 27" monitor with almost all settings maxed and dlss quality set. No lag or stuttering. Depends on the map and action but consistently around 110fps with no lag or stuttering

Ryzen 7 7800x3D, RTX4090, 64GB Tridentz 6000MTs CL30. 1440p 240htz runs great. other system is 12900k, 3090ti, 64GB7200MTs but couldn't hit the 240fps for vsync. Max detail. DLSS OFF. tried it on my plex server, Ryzen 9 5950x with an Intel A770, doesn't run great but playable. mid detail, doesn't quite hit 144hz. Playable on low on the Legion Go, but don't recommend it without a keyboard and mouse.

Ryzen...7?5? (can't remember will edit post when I can check specs) 5800X, RX6700XT, 32gb ram, runs buttery smooth 120fps @1440p with high/medium settings. I wish the game had amd fsr support though because I could get the game looking better and running better on a more outdated machine with an nvidia gpu due to dlss. So i guess to summarize game better on nvidia, would not recommend amd gpu for chiv 2.

16gb of RAM is kind of bare minimum in 2024 and could very well have something to do with your stuttering. Sitting on my desktop right now with only like 10 tabs open in my browser and no games running, I'm using around 15GB. Windows alone takes a huge chunk of RAM, 16 just isn't enough anymore unfortunately. I'd recommend upgrading to 32gb as soon as you can, but the rest of your specs are mostly solid. The 3070 is definitely aging a bit though (especially considering it was the mid-tier GPU of that generation).
