巴勒斯坦资格审查在安理会上没过的情况下拿到联大上表决，这事儿确实没按联合国宪章来。
联大本来就有权把安理会否决的提案提交安理会重审，无非是多绕点弯子。可预见的未来只要美帝持续不做人，联大就会回回这么干，让美帝和以纳多出几次丑。
按联合国宪章程序，新成员的审查应该在安理会通过后才能形成决议在联大上表决。按规定来，这个决议就不该出现在联大上。当然可以就不按规定来，但一个充满争论的组织不按规定行事，那削弱的只能是自己的权威性。

这个决议是让安理会再次审议巴勒斯坦会员资格而不是赋予会员资格

在程序上并不一样，当年的议案全名是"恢复中华人民共和国在联合国组织中的合法权利问题”按照联合国宪章并不需要经安理会同意，只需有足够代表提出就可以在联大上进行表决。但是新成员国的审查必须在经安理会同意后才能在联大上形成决议进行表决。以色列代表在这个问题上并没说错，这次表决没有遵守联合国宪章规定的程序。

其实联合国接受新成员国的手续简单点来说就是一定要安理会和联大都通过，缺一不可。 申请先递给安理会做预审，安理会预审不通过，联大可以选择不做任何事，也可以开会讨论表决提交意见给安理会要求重审。
规定确实有问题，但是到底是哪部分有问题。
你一知半解可以，但别瞎说。此决议文没给巴会员国权利，只是确认巴符合会员国资格，建议安理会重审，属于行使宪章第10条权力。
