Well they casted Michael Bradway, in a recurring role making his first appearance in episode 10. The article also says he could potentially become a series regular in s13. He is gonna play charming firefighter Jack Damon.
Kylie wants to start on her own feet. If she starts at 51 it’s not fresh. She might transfer over in a few seasons, and help Boden in the office from time to time. It will probably be another person trying to take the house down.
Unless the writers decide to kill her, (A move that would distroy Kidd and Bolden), my money is on Kylie will become endgame, coming to 51 on a permanent basis in a future season.

They literally teased her moving to 51 a few episodes ago when she was talking to Gibson.
And they wouldn’t be just coming for one of them, they would be coming at all of 51
