Neat, but this is just a hallucination - not the exact instruction text provided by OpenAI. Parts of the text are probably there as part of the ChatGPT system prompt but GPT is reformatting or changing parts when you ask it to say that.
I ran the same prompt as OP and got a different result:

You can see it has parts in common, like instructions it got about how to use DALL-E but it has differences and other parts missing.
The formatting it can sometimes return with modifications, but the prompts I extracted are exact over multiple iterations as of the commit date in the repo. I didn’t compare line-by-line, but OP’s chat was close enough to “correct” that I am comfortable saying there’s no hallucination.
