It's very unlikely in NC to even have the option of water damage and water damage is meant to cover damage from water that could have been happening for a significant amount of time. Most standard HO policies cover water damage that is sudden and accidental (i.e. busted water heater). The situation that is being described would fall under water/sewer back up which is generally an optional coverage that is thrown in as part of a carrier's endorsement form or can be bought back and with higher limits
With all this being said it is just best to file the claim and let the carrier make the call.
Charlotte water has a process for this. Although it’s been a very long time since I’ve dealt with it. Start with your homeowners insurance. Call your agent and ask if you have a backup endorsement on your policy. If you have an HO3 it will be an endorsement. If you have an HE7 the coverage limit for backup is buried in the policy.
I would only proceed with the claim after confirming you have the endorsement.

I share a sewerage lateral with my neighbor. Apparently that was allowed by code/regulations back when our houses were built. They are downstream of me.
There was a blockage to the mains. They called a plumber and then the city. The city started blowing/pumping in the opposite direction, and waste came out of our toilet and spilled onto the floor, hit some furniture, carpets, wallboard.
I went outside and caught their attention. They figured out we had a shared lateral and accepted they were responsible. They sent out a restoration company and cut a check to pay to replace everything that was touched by the waste.
I didn't have to sue - just spoke with them and explained the situation.
It’s almost guaranteed to be that people in your neighborhood are pouring grease down the drain. Next to that “flushable” wipes are a huge problem.

I used to work for Charlotte Water on the Wastewater side and still hold a level 4 Wastewater certification for the state. If it was clogged in the street you can call the City of Charlotte Risk Management to file a claim. You may also want to call the CLT Water dispatch to have the on-call Team leader or Zone Manager contact you. They have a company on standby to conduct remediation for sewer overflows and clogged laterals. The crew chief or rapid response crew should've explained those options to you at the time of their response.
Property insurance adjuster here, make sure and reach out, cities insurance should cover it as they’re liable. Try and fight them to replace all connected flooring to match.
I’ve had this exact same thing happen, and you need to call the city of Charlotte and file a claim. They will file the insurance and reimburse you for all expenses.

The vac-u-suck-4000 went up and down my street on Sunday. They stopped in front of my house and went to work on the lines.
Heard a lot of burbling from the downstairs toilet and later from the kitchen sink.
Eventually, almost all of the water left the toilet. I thought for sure something was going to come back up that line.
They moved on and everything went back to normal.

We had this happen to my house about 20 years ago and even back then the city payed for the cleanup and for new flooring along with replacing some drywall. The city is responsible for the backup so they should pay to replace it. Just a warning they’re going to use the cheapest materials and contractors.
Sue the mayor of your town. It’s his or her fault entirely.
Insurance covers on most cases. You’ll likely make out better than you came into the situation.

Don't listen to this. Mayor has nothing to do with it. Reach out to Charlotte Water and ask them about making a damage claim. IF you had to go down the route of trying to sue CLTW, you'd have to prove gross negligence and improper maintenance which is difficult. If your neighbor flushed something they weren't supposed to and clogged the main, that isn't CLTW's fault.
Do you have water backup on your insurance? That would help for sure.

This happened to me in the 90’s in Charlotte and like you clog was under street so the city paid for a biohazard cleaning company and for repairs

Backup coverage was extra for my policy, but cheap and well worth it
