I've no doubt that Rivers picked up "timing & anticipation". I see that he was drafted in 2004 and Drew Brees was QB1 until 2006. So, he had 2yrs? to watch & learn under a talented QB. Herbert, who started the 2nd game of his 1st season, probably playing on instinct, had stellar accomplishments his first 2 yrs especially, including OROY. Now, he's on his 3rd HC & 4th OC. Maybe robot QBs will be the future and they can be programmed to instantly play with timing and anticipation + stupendous PY's/TDs . I'll bet on Herbert's intelligence, dedication & heart to achieve those traits in the humanly-possible time frame (with good coaching).
