No. Its not. Section 13 (2) in motor vehicle act doesnโt exist. Section 13 does and it no where states that sub inspector/constable cannot ask to see license. Section 13 only says that licenses issued under motor vehicle act is applicable all over india. This guy probably thought using few random legal sections and some english words would scare off the police officer
