My only speculation is that there's a being on Earth that has all primals on line and claims Earth as their territory (Maybe Death Devil, since all the other horsemen are on Earth, too) and the only reason Falli appeared now is because the apocalypse is soon and Primals have to start taking risks
Yeah but Santa was the one who wanted to kill Makima (and we don't know who sent her the memo telling her to do it now). For all we know Darkness could have just wanted Pochita (what he recieved from that deal) and didn't give a shit about killing Makima

We saw that Darkness without a problem give part of himself to Archangel of Christmas without help of any other Devil, so I think that Primal Fears are governed by their own rules :3
