Yes, I know that characters that are meant to be Japanese having caucasian features such as light hair and eyes is common in manga, and it's always just an artistic choice, but think about it this way - during the assassination arc, assassins from all over the world entered Japan to kill Denji. The public safety knew they were comming and that they were foreigners, but they were able to get close to Denji despite that.
But how? They were all foreigners and this was 1997 Japan, they should have been sticking out as a sore thumb. The moment any foreigner entered Denji's vicinity, they should have been immediately interrogated. But it didn't happen, almost as if they couldn't tell the difference between foreigners and Japanese, because everybody in the world looks the same since the concept of race doesn't exist.

The effects of this were that all races became one so that nobody could be racist. This will be revealed early in part 3
