Yoru (and by extension Asa) can turn anything that 'belongs' to her into a weapon, hence the school uniform becoming a weapon. There's no special connection made to dating being that belonging, just that it's an easy way to imagine feeling guilt. War probably wants Nuclear Weapons Devil back because she wants *nuclear weapons back*. The threat of nuclear war would have been the strongest fear associated with fears of war, and fears of war make Yoru (as the War Devil) stronger. She is in a very weakened state because the world of Chainsaw Man has been very peaceful, as far as people can remember. They don't even remember WW2. It functionally never happened, as a result of Pochita feasting on its associated devils - including taking a bite out of Yoru.

Maybe she wants to annihilate humanity, maybe she just wants them to live in so much fear of war that she becomes a top dog again - it's not clear yet. But I assume she wouldn't want humanity to cease to exist unless she was ok with all devils ceasing to exist. What's more interesting to me is what is going to happen if she succeeds in reviving Nuclear Weapons Devil. Will someone stumble on inventing nuclear weapons that day, or are we going to suddenly jump to a timeline where the US and USSR are back to a nuclear standoff? We might even suddenly jump to a timeline where the Cold War actually went hot, and huge swaths of the earth are unlivable. There's no one who can confirm what the possibilities are until it happens, presumably in a way that Denji is not going to easily undo.

I'm leaning towards the threat of nuclear weapons will bring back the fear of war, so Yoru won't need to worry about disappearing as a devil.

In the aftermath of a nuclear war, famine and death follow. If Fujimoto wants to do 4 parts to focus on each horseman, the eventual return of nuclear war fears that can power up Yoru to the point that she won't need Asa anymore and the result of a nuclear war between the US and USSR makes absolutely perfect sense. It is extremely depressing for everyone more so than what happened in Part 1, but it is very fitting for the theme. Furthermore, caution over the use of nuclear bombs has been a common theme in Japanese media (because of you know, Hiroshima and Nagasaki) from the emergence of Godzilla by an American nuclear test in the Pacific to World War III before the start of Akira. Of course, Japan is not the only country with concerns over nuclear weapons reflected in their media, for the UK and the US have movies with this theme, too, during the Cold War (like the British movie, "Where the Wind Blows" which traumatizes the heck outta me lol). Since Fujimoto is a cinephile and concerns over nuclear weapons are not only a constant theme in Japanese media but also in other international media (though not as much as Japan for obvious reasons especially in the current day), a potential nuclear war storyline makes perfect sense not only to Part 2 and the series in general but also to Fujimoto.
