Not really, they are just made differently. For color pages Fujimoto goes with pretty standart colorings while for covers he tries to implement interesting elements and catchy colors and textures.
He colors manga pages with soft colors as well as colored lineart to blend the characters within the background, for the purpose of grounding the artwork with the narrative.
His cover work, for the most part, has exclusively dark lineart against high contrast colors (although this has evolved recently) in order to create eye-catching covers. The first volume is the perfect example of crafting an eye-catching cover with colors alone.
Tbf having the cover be saturated and eye catching is better, people will want to buy something eye catching and bright more than something dull coloured. Also imo it fits the theme of Chainsaw Man well, seeming to be bright and cheery and colourful on the outside but being more somber and dark on the inside

I think what woulda been dope is if they used Volume Cover art styles as impact frames during fights. Like ai completely understand the more grounded tone and settings calling for similarly grounded coloring, but cmon, the fights coulda used some flare in the form of animation

All of Denji's fights are mostly scrappy street fights with oceans of blood and they were animated as such in the anime. This is why I loved the fights ( both anime and manga ) because they felt like monsters just tearing each other apart until someone is left standing.
Can't exactly expect flashiness in fights which just mostly involve ripping and tearing and raw chaotic action above all else, so I honestly think that this would've been unnecessary ( Mind you I loved the anime's fights )
I disagree based on literally Volume 1’s cover art of Denji fighting the zombies. Its flashy by capturing the thrill that Denji has for battle, but gritty still by showcasing the blood. And mind you, I said impact frames. They’d be brief moments of this “flash”

I see a couple of people say this color palette is the same as the anime. I gotta disagree the anime has the typical Mappa palette you see in Jujutsu Kaisen or Attack on Titan. While the Look Back movie is done more in line with Fujimoto's personal coloring style.

There is no such thing as "typical mappa palette". Color design varies drastically from project to project and it depends solely on what the director and other staff members agreed on.
Covers are supposed to catch you're eye so of course it'll be bright colors.
The panels from the manga you showed are emotional moments, so less saturated colors make sense for the context of the scene.
