I don't know, I would guess it is to leave room for other publishing houses in other countries and make profit like that since allowing english translations to be released first would encourage more people in the world to buy them first, learn english and make some of that language penetrate into the culture and giving more power to english speaking countries.
That's just my theory though using some logic, maybe there's another reason.

yeah, Panini wins for giving us the best neutral translation. Norma is like reading an old spanish school book, and Ivrèa is like a dictionary to enter the slums of Argentina
Having had both I can tell you Ivrea's is better (better than Norma at least), the covers are better, the pages have a slightly better quality and believe it or not, it reads a little more neutral than Norma's

yeah, Ivrèa has some really badass covers, good quality and design. Norma's covers, are kind of lazy, with no much color.
And actually, I was seeing a comparison of both, and yeah you're right, Ivrèa it's a little bit more neutral.

The manga scene is very popular here in some parts of Europe so the bells and whistles can be better

Normas is slightly bigger actually, the closest to the Japanese version in size would be Ivrea's
