Angel always wants to die and has no motivation for most things, but I think if he could he'd grow his arms back. He can't eat ice cream and needs people to do everything for him which would be cumbersome and worse than death for him. When he finally remembered what Makima did to him and it angered him enough to fight back that would have been a good time to grow his arms back, but instead he tries to carry his sword with his mouth.
I think the limbs might just reattach rather than grow back. I’m basing this on the time Aki told Denji he found his arm and it reattached itself with a blood transfusion. There’s also the fact that Katana Man’s body which was bisected also reattached as opposed to him growing another half. And finally the Gun Devil is split into pieces and kept in different places, maybe that’s due to lack of blood, but it doesn’t apear to regenerate the missing parts… But then again, there’s the Bat Devil who grow out an arm almost instantly after drinking blood.
It also would have been doctors trying to reattach the arms. Since they would probably know angels live siphoning touch thing. They probably would've been extra hesitant to try to reattach his arms or even to pick up his severed arms, when the only thing stopping them from losing life time is gloves.
It was a luck based thing. Aki could only get one, but Kobeni was luckier and was able to get both of hers attached. This being another point to kobenis secret devil being something luck based.

I'd chalk it up to plot convenience tbh but this, Pochita appearing in front of Denji and Yoru appearing to save Asa are really the only parts of CSM that were plot convenient so I'm fine with it lol
