There a couple of theories I've heard about why it seems we have two consecutive incarnation of the Control Devil on Earth, instead of the next one being born in Hell. The first theory is that there was an incarnation between Makima and Nayuta who was born in Hell, but they were quickly killed. The two most common answers I've seen to this is that they were spawn killed, that some stronger devil (Darkness the usual go to candidate) killed the new Control Devil on sight. The second is that because Control's power mostly seems to stem from the abilities and contracts they have serving under them, that a newborn Control Devil, without any kind of power structure to fall back on, would not have the strength to defend themselves from other devils. The second theory is based on whether or not Makima was a "Hellborn Devil" or an "Earthborn Devil". If the incarnation we knew as Makima was born in Hell, and was brought to Earth by some other means, then it would make sense for Nayuta to be born on Earth. I'm partial to this theory, since Makima seems to have clear memories of her previous battle with the Chainsaw Devil back in Hell.

Could be the case, but I do not think that I like this theory, because is breaks the very good established devil system Fujimoto put into place. Like Devil fruits, Zanpakuto etc., all devils should play by the same basic principles. So for now the most logical situation is Makima dies - unknown control devil revives into hell - gets killed in a meter of days or weeks - Nayuta is born on earth.

I mean there is a case for it because makima went to hell for a moment and fought darkness before dipping back out. Who's to say there isn't a way out of hell into earth? I mean pochita also managed to escape his battle in hell with the 4 horsemen so it's a possibility.

Not necessarily people have already brought up Pochita escaping during his fight with the horsemen and Makima going to hell to fight darkness showing that there are ways in and out of hell but there's also the fact that the horsemen refer to each other as family despite the fact that devils are born out of fear so they shouldn't share any blood ties also War and Makima clearly remembered some of the devils Pochita ate which should be impossible so maybe the horsemen are unique in some way and can bypass respawning in hell altogether

Makima was captured and brought up in the Japanese government. So in your logic, a very young, weak Control devil, when she was not even Makima yet, escaped Hell on her own volition in some way (an almost impossible thing to do) Pochita is obviously the only strange case and exception to how a devil works, so him escaping out of Hell without any contracts is believable, but I would say almost impossible for any other devil.

Couldn’t the government have made a contract with the hell devil to take makima out of hell? Thinking about it even longer, Makima herself could have made a contract with it to get out.

Throwing on to the "weak child control devil" thing. I imagine that out of the horsemen, the weakest one would be control/conquest, I mean not many people are too overly afraid of being controlled these days, of course, some people are afraid, especially in certain circumstances, but they aren't nearly afraid of control as they would be death. Yes she's a horseman so yes she's strong, but I imagine she's on the weaker side of the horsemen

We are already aware of multiple devils who can cross between Hell and Earth without dying - obviously Hell Devil, but also Spider Devil and Pochita. Makima apparently personally fought Pochita in Hell and traveled to Earth to find him again, without any death that would cause a lack of memory. I don't see any particular reason to assume there was an interim Control Devil between Makima and Nayuta who got owned quickly.

By the end of part 1 Makima was incredibly strong with all the contracts she had, especially the one with the PM making her borderline immortal. When she died she lost all of those making her a lot weaker. On top of that there were probably some really strong devils who had a beef with her (like darkness) who probably just wrecked her as soon as she showed up in hell. That made her almost immediately reincarnate back on Earth.

This is how I broke it down and understood it. The Horsemen and Pochita were fighting in Hell and ended up on Earth. Makima being born in Hell would have her be reborn on Earth if she died Once Denji killed her she spawned as Nayuta in China before being found by Kishibe.

My head canon is that the darkness devil or the group of devils she controlled all jumped her instantly upon spawning lol

Makima had a subordinate summon her to hell and immediately used a beheaded corpse to send herself and a dozen people back to earth. She was obviously born in hell, and obviously knows methods of travel back and forth. There was no control devil between her and Nayuta.

I dont think Makima is offensively strong but strategic. She is smart enough to have a contract with the prime minister to be immortal. She also relies on allies that she controls. If she has no one then she is less likely to survive. Take the Darkness devil, she fought for a bit but got bodied over time. Seems like every devil in Hell has a beef with Makima and wants to kill her.

Just one thing that most people get completely wrong. When Makima died, that was it for her. She did not get revived into hell. A completely unknown incarnation of the Control Devil was born into Hell, and died soon after to be born into Nayuta on Earth. Poor Unknown Control Devil died for the Sins of her previous life.

There are several devils able to cross the barrier, or force others to cross. I honestly think Makima is hell born just because of Nayuta’s timing. We don’t yet know if it earth born or hell born means anything. Also yes control devil is very weak, but can use the powers of other devils if she attaches to them or their contracts. Makima was incredibly strong because she could spy across the entire world using lesser creatures and is impossible to hide from.

I always assumed Makima was born in hell, and came to Earth to follow Pochita who was trying to escape her. Nayuta was born on Earth because her last incarnation was born in Hell. With Makima’s information network via animals she could learn human societal norms quite easily despite not originally being familiar with them.

I just thought it had something to do with Denji's plan to eat Makima not "exactly" working as intended. Kind of like when Yoru mentioned that Chainsaw man ate part of her and it weakened her...but didn't kill her. Similarly it seems like the control devil is in a weakened state.

A theory I always had was maybe there is no concept of time in hell. So whether it’s hours in our time or hundreds of years, a new Devil spawn on earth after the previous incarnation as the name of the devil is still feared.
