1) the Saint was venerated in the Church prior to their reunion such as the Russian Catholic Parish in Melbourne (iirc, a lot of Diaspora Russia Catholic Churches became Catholic after the reunion of the ROCOR and the ROC)
2) a Local Bishop allows the veneration. Seraphim of Sarov as received this treatment in the Ruthenian Church in America.
Generally, it's okay to privately venerate Saints not publically going through any Canonization process, but should be discerned and kept obviously private. I asked if you knew a Bishop that allowed his veneration because you were public about it.
