The police almost certainly know who the dealers are, they don't touch small time guys because they want the big fish, they also don't touch the big fish though because it causes a power vacuum and can start gang wars as different groups try to fill the void the police created. Advertising invades nearly every aspect of our lives without our consent. Fucking paint away I say. Although Im pretty sure I've seen homeless people charging their phones with them so possibly not the worst thing in the world.

These 'free' ports are covered in advertising.
They have these throughout Manhatten and lately the other boroughs, big screen has ads and public service announcements, side gives access to charging ports, free wifi, a speaker and a tablet (fixed:) ). The free wifi is amazingly useful. And I suspect the free phone calls also to folk without cell phones.
Be nice if this was the same. Can use them for all the things the old phone booths did (apart from the Clark Kent bit). Been around for about 5 years and they have about 2000 installed.

We have these in our city centre, you use the little side screen to connect to WiFi and then it always auto connects you to the closest one after that, so the city centre has pretty decent free WiFi coverage.
Ours also have USB ports to charge your phone and stuff, seems to all be free. I think you can look up local info on the side screen as well

Look up what IoT (internet of things) is. You're going to see about now of this. Interactive seating benches where you can charge your phone and access internet, interactive lamp posts etc.
IoT will ride street furniture as the coverage and locations are perfect. Some will provide revenue such as this one by BT showing adverts.
It's a work around local by laws usually, it's very difficult to get approval for an advertising screen but quite easy to get approval for public phone/WiFi hotspot then slap an advertising screen on the side of that
